NORTH MACEDONIA: SUPPORTING SMART GRID INFRASTRUCTURE PLANNING AND DEVELOPMENT TO FACILITATE ACCELERATED AND RELIABLE RE ABSORPTION
The overall objective of this Assignment is to develop a grid masterplan that facilitates the full coal phase-out by 2030, and integration of at least 1.7GW of renewables within this time period, with a further ramp-up in line with TYNDP timelines, and accounting for connection request projections under different scenarios.

Scope of work:
- Task 1: Inception Report
- Review latest TYNDP, relevant legislative and regulatory framework, MEPSO’s current and planned practices
- Collect data on the planned RE projects in North Macedonia
- Review the prevailing wind/solar forecasting techniques and applications
- Task 2: Model development & analyses
- Generate model of the power network of North Macedonia
- undertake transmission network development analysis, including evolution of overall electricity demand and its geographical distribution, ramp up of supply from dispatchable power plants and variable RE for the years 2025, 2030,2035 and 2040
- Use of advanced modeling tools like PSSE, PLEXOS, and ANTARES to optimize grid development through load flow, short circuit, and dynamic stability analyses
- Acquire and review key data, develop scenarios for integrating RES into the grid, and create a detailed transmission model
- Task 3: Analyse candidate projects and prepare Priority Investment Plan
- Prepare a Priority Investment Plan (PIP)
- Task 3: Analyse candidate projects and prepare Priority Investment Plan
- Task 4: Support MEPSO in TYNDP update including associated action plan and SEA
- Ensure that TYNDP and PIP are supplemented by a detailed Action plan
- Conduct Strategic Environmental Assessment (SEA)
- Task 5: Provide capacity building support
