TECHNICAL ASSIGNMENT – FEASIBILITY STUDY AND TECHNICAL DUE DILIGENCE FOR NETWORK RENEWAL AND PROCUREMENT OF GRID TRANSFORMERS

The objective of this Technical Assignment (TA) is to provide comprehensive technical assistance to KOSTT in the renewal of its electrical network infrastructure, including substations and overhead lines, and in the technical due diligence of grid transformers proposed for procurement as part of grid strengthening efforts.

Scope of Work:

• Feasibility Study:
  • Review and evaluation of KOSTT’s concept-level network renewal proposals, existing system studies, and site-specific technical documentation.
  • Techno-economic assessment of proposed equipment replacement and upgrades at substations.
  • Definition of project scope, conceptual designs, equipment needs, and estimation of capital costs.
  • Evaluation of potential technical solutions, their comparative analysis, and recommendation of the optimal approach, including expected reduction in technical losses.
  • Procurement strategy development for new equipment.
• Technical Due Diligence:
  • Detailed technical assessment of all equipment and autotransformer specifications, climate resilience, operability, and compliance with HSE standards.
  • Analysis of earthing, metering, communication, firefighting, and drainage systems.
  • Mapping of sub-project sites, assessment of interfaces with fossil-fuel-based generation sources, and consistency with decarbonisation goals.
  • Feasibility review of SF6 GIS switchgear and identification of low-impact alternatives.
  • Development of a comprehensive risk register and costed work programme review.
• Operational Set-Up and Capacity Assessment:
  • Mapping of KOSTT’s organisational structure and identification of gaps impacting project implementation.
