SERBIA: CONSULTING SERVICES FOR THE REGIONAL PROGRAMME FOR ENERGY EFFICIENCY IN THE TRANSMISSION SYSTEM II – SECTION4: 400 KV OHL BAJINA BASTA-PLEVLJA-VISEGRAD

The Project concerns a new interconnection between Serbia, Montenegro and Bosnia and Herze- govina, which implies the design and construction of a new double 400 kV overhead transmission line (OHL) between the SS Bajina Bašta (Serbia), SS Pljevlja (Montenegro) and SS Višegrad (BiH), with a cumulative length of the new OHLs on the territory of Republic of Serbia of around 84 km

The overall objective of this Assignment is to develop a grid masterplan that facilitates the full coal phase-out by 2030, and integration of at least 1.7GW of renewables within this time period, with a further ramp-up in line with TYNDP timelines, and accounting for connection request projections under different scenarios.

The consulting services comprise primarily the following main tasks (brief summary):\

  • Elaborating the details of the Project design;
  • Fulfil the role of a FIDIC Engineer including the review of the already elaborated Designs for Construction
  • Perform in close coordination with the PIU the procurement process of the infrastructure to be financed
  • Designing and implementing the Tender Process
  • Supervising the implementation by the Contractors. Monitor the project and quality of con- struction and site works;
  • Supervise the implementation by the Contractors of environmental, social, health, and safety measures as per the ESMP which is part of the ESCP.
  • Supporting of the PIU in quality control, impact monitoring and reporting
  • Preparing lists of factory acceptance tests (FAT), Type and Routine tests as well as a list of site acceptance tests (SAT), and Tests during and after the Completion of Erection (mainte- nance instructions);
  • Review the contractors’ test procedures for compliance with manufacturers’ requirements and design criteria. The Consultant will witness FAT, when required, review the test results, approve and forward FAT reports, prepared by the contractors;
  • Prepare and Review eventual claims by the contractors and perform the necessary Claim Management in close cooperation with the PEA;
  • Ensure Quality assurance of the implementation phase; and
  • Provide communication and visibility services
