SOFIA DISTRICT HEATING MODERNIZATION – PROJECT MANAGEMENT UNIT (PMU) CONSULTANT

The overall objective of the PMU Consultant’s assignment is to support Toplofikacia Sofia (TS) PMU in the technical preparation and procurement, management of the implementation, assessment and reporting of results on the above Project components.

The Consultant supported TS in managing the Investment Project in accordance with generally accepted international practice for project management for the successful project completion.

Main scope of services:

• Procurement phase:
  • Monitoring of the management of the procurement process and assistance to TS PMU in the technical preparation and procurement for the project components;
  • Preparation of technical specifications and overall tender documentation according to the Bank’s Procurement Policies and Rules;
  • Support in the implementation of the procurement process in line with EBRD Procurement Policies and Rules (from tender opening to Contract negotiations and Contract award);
• Project implementation management/Contract administration phase:
  • Together with TS, monitoring of the Contractors’ implementation activities;
  • Ensuring of compliance with the Contract’s terms and overall scope of the Investment project;
  • Revision and validation of Contractors’ claims, if any;
  • Advise whether all required certificates, other permits, operating manuals and guarantees are provided satisfactory order;
  • Revision and validation of the Contractor’s completion procedures;
  • Advising on methods for inspection and acceptance and accordingly advise whether completion is satisfactory or specify deficiencies to required standards together with recommended actions, as the case may be;
  • Support on environmental issues related to compliance with the Bulgarian and European directives for environmental protection as well as in line with EBRD’s Environmental and Social Policy requirements;
  • Support on issues, related to energy efficiency, according to Bulgarian legislation and European directives;
  • Revision and comments of quarterly progress reports to the EBRD, prepared by TS;
  • Assistance in presenting the project components in front of external institutions and society, if required.
