SECOND POWER TRANSMISSION PROJECT (SPTP): PROCUREMENT AND PROJECT MANAGEMENT
The objective of the consultancy services was to provide technical support for procurement of relevant services and goods for:
- Reconstruction of six 330/110kV substations by replacement of obsolete equipment to be replaced with state-of-the-art technologies.
- Installation of 20 MVAr reactive power compensation devices (shunted reactors) on 35 kV busbar for five substations in western regions of Ukraine.
- Implementation of Smart Grid, including:
- SCADA/EMS modernization,
- WAMS pilot project implementation
- UPS integrated software platform
- Telecommunication networks extension
- RES Forecasting and Planning processes
- Demand Response pilot project
- Vehicles to Grid (V2G)
- Virtual power plant (VPP) pilot project
- Implementation of Balancing Market
- Implementation of Management Information System

Main scope of services:
- Establishing the details for the Employer’s Requirements under the Bank’ s Standard Bidding Documents for Procurement of Plant Design, Supply, and Installation, including the Scope of Supply of Plant and Installation Services;
- Preparation of Procurement Plan for SPTP, to include all Contracts;
- Drafting of technical requirements for modernization of local and national load-sharing systems (SCADA/EMS) including modernization of telecommunication and RTUs at substations;
- Drafting of technical requirements for equipping of dispatch centres with devices for upgrade transparency of operation of Integrated Power System of Ukraine, forecasting, integration of renewables, electrical transport and consumers with deferrable load;
- Drafting complete sets of bidding documents for package UE/3 «Smart Grid»;
- Clarifications of technical, contractual and other questions raised by the Bidders during the bid preparation process and pre-bid meetings;
- Assistance in evaluation of bids;
- Permanent monitoring of work implementation/supervision;
- Preparation of Semester Project Management Reports in accordance with World Bank requirements;
- Preparation of Annual Procurement Progress Report;
- Preparation of Project implementation reports;
- Development and support of an appropriate Project cost control system;
- Oversight of the Contractor’s Environmental Management Plan in accordance with the World Bank’s policy.
