CONSULTANT SERVICES FOR MEPSO REHABILITATION AND CONTROL PROJECT

The project objectives include preparation of relevant tender documents and support in the procurement procedures for four components:

• Rehabilitation of selected 400 kV and 110 kV existing substations,
• Implementation of equipment and software applications for remote supervision of main substations,
• Completion of the fibre optic optical ground wire (OPGW) network; and
• Replacement of old sections of 110kV transmission lines.

The purpose of this assignment is to ensure rehabilitation of the transmission system operator’s network for increased security and reliability.

Main scope of activities:

1. Procurement phase:
   • Development of PIU Procedures, incl. preparation of Project Implementation Plan (PIP), Project schedule, Project Quality Assurance;
   • Support during the procurement process, including
     • Preparation of tender documents, ensuring that the procurement process is in compliance with the EBRD Procurement Policies and Rules,
     • Advising the PIU in the administration of the tender procedure,
     • Assistance during clarification of the tender documents,
     • Participation in site meetings;
   • Support during evaluation process, incl. drafting of detailed technical evaluation reports and assistance to the PIU to ensure that all queries and complaints are promptly attended to;
   • Support during contract finalization;
2. Project implementation phase:
   • Assistance in site supervision, monitoring and reporting;
   • Support in testing, commissioning and operational acceptance;
   • Assistance in fulfilment monitoring of the Environmental and Social Action Plan;
