The objective of the feasibility study for the new CHP in Chisinau is to analyse viability of different alternatives for a new long-term combined heat and power (CHP) plant in Chisinau and recommend the most feasible alternative for implementation.

Main scope of services:

• Preparation of Energy ,Technical Economic and Financial Models’ requirements
• Energy Model preparation
• Economic and Technical analysis including description and optimization of different alternatives for the new CHP based on heat load in Chisinau and electricity demand in Moldova considering the following aspects:

• Fuel options and combination of different fuels
• Options for using renewable fuels / energy resources
• Optimizing the size of the CHP alternatives
• Defining the future heat load considering the current heat load and impact of energy efficiency measures of buildings and connections of new customers to the DH system.
• Describing technical configurations and type of technology
• Analyzing installation of complementary facilities/technologies
• Considering the requirements for integration to MD/ENSTO-E power system and requirements related to the power transmission/distribution systems.
• Considering options for ancillary services of the new CHP
• Preparing an economic/technical model
• Preparing  detailed cost estimates for the proposed alternatives

• Financial Analysis including Financial Analysis of the Company and Financial model and economic analysis for the Project
• Environmental and Social Assessment
