CONSULTANCY SERVICES FOR FEASIBILITY STUDY FOR 150MW GAS CO-GENERATION POWER PLANT
The FS shall investigate the technical, environmental and economic feasibility of the project (bankable study).
Main scope of services:
- Preparation of a questionnaire for collection of all required technical, environmental and commercial basis data and information as well as site information for the performance of the services;
- Kick-off meeting with the Client and discussions about the Project requirements, Project implementation procedure and time schedule;
- Local investigation and collection of available technical, environmental and economic base data;
- Review covering power sector reform in Macedonia, key sector players, commercial and system aspects, including the Market Rules, electricity demand in Macedonia and commercial agreements, as well as Grid Connection Agreement;
- Current generation capacity, installed generation capacity, available firm generation and projected generation for the short to long term;
- Site visit with investigation of tie-in aspects, such as gas supply, power transmission and connection requirements, process and cooling water availability and assessment of existing systems (if any);
- Recommendation on the most suitable power plant location on the available site area;
- Assessment of the collected data and information. Description of the site, selection of most suitable site area, and definition of the basic data for design of the plant
- Evaluation of possible CHP configuration and unit sizes and recommendation of the most suitable one for the intended generation capacity and natural gas as fuel;
- Technology assessment and selection of the most suitable CHP technologies and equipment such as gas engines cogeneration plant, combined cycle cogeneration power plants (CCCPP) including gas turbines, heat recovery steam generator, steam turbine(s), cooling system, step up transformers and switchyard:
- Gas pipeline connection aspects;
- Development of the conceptual design data of the main plant systems for operation with natural gas as fuel;
- Description of the selected plant concept, considering all main plant systems such as gas supply, HRSG, water/steam cycle, steam turbine and generator system, cooling system, electrical and I&C system etc.
- Description of tie-in to existing systems, gas network, power transmission, water supply system, wastewater system;
- Estimation of space requirements and preparation of a layout for the whole combined cycle power plant incl. switchyard;
- Investigation of the environmental project aspects, such as the required emission standards, suitable mitigation measures, pollutant emission data (NOx, CO), CO2 emissions, noise emissions which will form the required input data for the Environmental and Social Impact Assessment Report which is not part of our scope;
- Risk analysis of the project regarding risks of technical and commercial nature as well as projected external risks will be done together with Client in a Workshop;
- Estimation of the required investment costs (CAPEX) for the whole project implementation and estimation of the operation and maintenance costs (OPEX) for the selected plant concept
- Economic evaluation for one scenario comprising calculation of project IRR, cash–flow statement, NPV using a basic financial model;
- Sensitivity analysis for determination of the impact of the main parameters;
- Preparation of a bankable Feasibility Study Report with all gained technical, environmental and economic results. This report shall provide a base for the further project steps, such as preparation of tender documentation, ESIA study and permit procedure.
