CONSULTANCY SERVICES FOR TECHNICAL DUE DILIGENCE FOR WIND POWER PLANT
The main objectives of this Technical Due Diligence is to provide comprehensive analysis of the Project’s status. The Project includes two Wind Power Plants based on documentation as submitted by the Investor. The expected outcome of the Project is approved financing of the construction of wind power plants, including application to several financing institutions as potential lenders.
Main scope of services:
- Confirmation of project’s CAPEX incurred until cut-off date (TBD) with the proof of invoices and proformas, equity spent as of cut-off date should be also summarized in an uses/sources table;
- Analysis of client’s business plan and total project investment costs, including review of key operating assumptions in the financial model including CAPEX and OPEX;
- Analysis of construction-technical documentation including review of construction schedule and potential causes for delay;
- Preliminary and main design review;
- Review of land documentation and expropriation, if any;
- Review of permitting, environmental and geological issues;
- Review of contractor’s/sub-contractors’ experience and ability to complete the project on time and on budget;
- Review of technical equipment and respective maintenance in terms of frequency, cost, complexity and availability of spare parts
- Review of EPC and maintenance agreements in terms of availability, performance guarantee, efficiency, comparison with market prices, maintenance cost structure (i.e. which spare parts are inclusive etc.);
- Infrastructure, geotechnical and geological reviews;
- Review of grid connection and other related issues;
- Weather conditions and wind assessment review (including historic data collection review and reliability);
- Preparation of analysis for Noise restrictions, wildlife (bats and birds);
- Confirmation of annual energy production at P50, P75 and P90 levels and micro-siting review;
- Provision of information about regulatory framework in North Macedonia in respect to electricity generation, incentives about renewables, feed-in tariff structure and the alignment of the two wind power plants Projects.
