The main purpose of the Balkan Gas Hub is diversification of natural gas supply of the South-East Europe countries from different sources all over the World, on transparent and non-discriminatory principles that follows the third European energy package. The hub will serve as a facility for providing, Azerbaijani natural gas, Russian gas and / or liquefied natural gas to the region as well as to the different European hubs, e.g. central European gas hub in Austria. The realization of the Balkan gas hub concept completely follows the plans for development of gas infrastructure in Europe. It will improve energy security, enable diversification of natural gas sources and routes for supply.

The main objective of this assignment is completely in line with the goals identified by the High-Level Group on Gas Connectivity in Central and South-East Europe (CESEC), as well as with the development of the European Energy Union.

The objective of this assignment is the preparation of technical and economic analysis for construction of the Second Unit of TPP Pljevlja for Elektroprivreda Crne Gore AD Niksic.

Main scope of services:

  • Preparation of feasibility study addressing all macroeconomic, environmental and social aspects, including:
    • Analyses of target markets and assessment of gas demand and gas supply scenarios;
    • Study of main technical aspects of the Balkan Gas Hub, part of the project of “common interest” 6.25.4;
    • Study of appropriate business models, evaluation of different models of public-private partnership and ownership structure;
    • Study to address commercial, regulatory, technical and engineering risks, risks related to the environment and society and risks related to project implementation;
    • Study and recommendations on the vital financial structure of the project as well as recommendations for risk management measures; Preparing a road map for the implementation of the project.
  • The performed analysis and studies are divided in six sections of the feasibility study: commercial, technical, business modelling, management, financial structure section and section related to the management of the PCI – that provides a detailed road map for the implementation of the project, covering all the upcoming phases of the project until the commercial operation date.
