CONSULTING SERVICES FOR THE IMPLEMENTATION OF OPEN PROGRAMME EXTENSION OF THE TRANSMISSION NETWORK II, EBRD COMPONENTS (C1A AND C2A)

The objective of this assignment is to provide expertise in engineering, design and project management and procurement services to GSE to ensure timely implementation of the projects. The Consultant shall manage the Project in the role as FIDIC Engineer.

Following scope is included in EBRD Components:

Substations

• SS 500/220/110kV Nenskra (Main Component C1a);
• Extension of SS 220/110kV Jvari to 500kV (Main Component C1a)

Overhead lines

• 500kV OHTL S/C SS Jvari-SS Nenskra (Main Component C1a);
• 220kV OHTL D/C SS Nenskra-SS Mestia (Main Component C1a);
• 500kV OHTL S/C SS Lajanuri-SS Tskaltubo (Main Component C2a);
• 220kV OHTL D/C SS Tskaltubo – SS Namakhvani (Main Component C2a);
• 220kV OHTL D/C SS Namakhvani – Tvishi (Main Component C2a);
• 220kV OHTL D/C SS Tvishi– New Lajanuri (Main Component C2a);
• Tie-in Kavkasioni 500 kV OHTL (Main Component C1a);

Main scope of services:

• Review of project concept;
• Review and update of ESIA study;
• Preparation of cost estimates and work schedule;
• Preparation of tender documents for international competitive tendering to select Plant and Design-Build contractor(s) (FIDIC Yellow Book) for the works;
• Assistance in Expression of Interest and Request for Proposals procedures;
• Assistance in clarification of tender documents;
• Preparation of tender evaluation reports;
• Assistance at contract negotiations;
• Support in project implementation;
• Support in organization of site supervision, including review and approval of Contractor’s detailed design, review of FAT procedures, witnessing of FAT, testing and commissioning;
• Support as FIDIC engineer.
