NORTH MACEDONIA: DECARBONISATION PLAN AND CORPORATE CLIMATE GOVERNANCE PROGRAMME FOR ELEKTRANI NA SEVERNA MAKEDONIJA (ESM)

The main objective of the assignment is to create a comprehensive decarbonization plan that includes measurable targets and actions to achieve net zero emissions by 2050, while also developing operational procedures for screening investment projects, conducting a gap assessment, and preparing an initial TCFD disclosure.

Main scope of services:

Task 1: Overview of national context and Company operations and review of current practice

• Data Collection
• Review Technical Performance Data and Guidelines
• Review Key Policy and Planning Documents
• Review ESM’s Current Operations and Plans
• Review Corporate Governance and ESG Practices

Task 2: Baseline and Decarbonisation scenario analysis

• Preparation of baseline and scenario assumptions
• Model building and calibration
• Scenario and sensitivity analysis
• Conclusions and discussion of results

Task 3: Investment improvement and decarbonization gap analysis

Task 4: Decarbonisation action plan

• identify and cost the required actions and investments of meeting decarbonisation targets

Task 5: Develop other components of the Corporate Climate Governance (CCG) Programme

• Review of ESM’s Climate Governance and Management Practices and Systems
• Develop additional components for CCG Programme
• Preparation of a CCG Action Plan

Task 6: Support for an initial Company disclosure

Task 7: Workshops and capacity-building during different stages
