PREPARATORY TECHNICAL SUPPORT FOR 12 MW PHOTOVOLTAIC POWER PLANT IN BIJELE VODE
The project is part of EPBIH investment program to develop solar PV energy generation projects on the free areas of mines of EPBIH Concern (EPBIH subsidiary responsible of operating their coal mining activities), utilizing the surfaces of the mine landfills which contain barren material.
Main scope of services:
- Revision of the existing project documentation;
- Preparation of a site visit report following a site visit and identification of potential advantages and obstacles;
- Support in the selection of equipment alternatives: type of modules (regular/bifacial), inverter concept string/central), fixed or single axis tracker mounting system, DC/AC ratio and pitch;
- Preparation of concept design sufficient for preliminary estimation of performance and cost indicators and also sufficient to apply for permitting related to environmental, administrative and grid connection authorities;
- Preparation of high-level solar resource analysis and preparation of hourly Typical Meteorological Year analysis;
- Performance of simulation with PVSyst software for year 1 describing and explaining all the losses assumed up to delivery point including degradation, system availability, grid availability and transmission losses;
- Preparation of set of minimum technical requirements for procurement of the plant;
- Provision of estimation of capital and operational expenditures (CAPEX and OPEX);
- Preparation of estimated timeline for the project development according to local experience alongside with a construction timeline setting out high-level activities of Engineering, Procurement, Construction, Commissioning and Testing of the plant;
- Defining technical inputs for the project financial model including energy yield, annual degradation, availability, performance ratio, CAPEX and OPEX which are consistent with the previous analyses;
- Preparation of procurement focused market analysis to inform the drafting of the technical specifications necessary for the project procurement stage for selecting contractors/equipment suppliers.
