PREPARATION OF TENDER DOCUMENTATION FOR PUBLIC TENDER FOR DESIGNING, CONSTRUCTION, OPERATING AND MAINTAINING THE CEBREN HYDROPOWER PLANT ON THE RIVER CRNA IN NORTH MACEDONIA

The Government of the Republic of North Macedonia has engaged Lexia Avvocati from Milan, Italy, as legal counsel to provide legal services for the development of the Cebren Project. The aim of this project is the potential awarding of water concession for establishment of a joint venture company between the Government and a private developer to be selected on a public tender. The potentially selected public partner will be responsible for design, construction, operation and   maintenance of the Cebren hydropower plant and dam with an indicative installed power capacity of around 333 MW, and the Orlov Kamen dam with the possibility for an additional hydropower plant at the site, and the exclusive right to operate and maintain the existing 116 MW Tikves hydropower plant.

The Government of the Republic of North Macedonia has engaged Lexia Avvocati with

registered oce in Milan, as legal counsel to provide legal services in connection with the

development of the Cebren Project, contemplating, inter alia, the potential awarding of a

water   concession   for   the   establishment   of   a   joint   venture   company   that   will   be

participated by the Government and a private developer to be selected in the context of

a public tender.

The public tender will be aimed for selection of private partner that will be responable for

designing,   construction,   operating   and   maintaining   the   Cebren   hydropower   plant   and

dam with an indicative installed power capacity of around 333 MW and the Orlov Kamen

dam with the possibility for an additional hydropower plant at the site, and the exclusive

right to operate and maintain the existing 116 MW Tikves hydropower plant.

Colenco signed a contract with Lexia Avvocati for providing services for preparation of

the technical part of tender documentation.

The nine companies, who already expressed an interest to participate in the procedure, is

expected to be invited in November 2021 to undertake the tender documentation.

Main scope of service:

• Preparation of the technical part of tender documentation, including:

1. List of the mandatory specifications of technical equipment
2. Qualification and evaluation criteria

• Technical support in preparation of the other parts of the tender documentation, including:

1. Draft-Instruction to Bidders document
2. Draft-Joint Venture Contract
3. Draft-Concession Contract for using of water of Crna River for electricity generation

• Evaluation of technical documentation submitted by the bidders in the tendering process
• Providing support to the Client in the negotiation process with the selected winner of the tender regarding to the technical issues
