CONSULTING SERVICES FOR IMPLEMENTATION SOLAR PV AND WIND SUPPORT PROGRAMME IN MACEDONIA

Project III: Support the Ministry of Economy to implement an auction for 100MW of solar PV capacity at the Oslomej mine site

The Consultant was responsible for supporting the overall tendering procedure in terms of developing tender strategy, tender implementation, assessment of bids, contract negotiations and signing.

Project financed by EBRD.

Main scope of services:

• Development of Tender Strategy:
  • Determining feasible tender procedures;
  • Assessing advantages and disadvantages of available options (in terms of transparency, timing, equal treatment of all potential bidders, consistency with EU and EBRD policy procedures);
  • Recommendation of the tender strategy to be implemented for the project;
• Tender implementation:
  • Preparation of the prequalification documents;
  • Project promotion;
  • Due diligence and data room management
  • Supporting the GoM to publicise the tender
  • Supporting the assessment of bids received under the tender
  • Supporting the selection of and negotiations with preferred bidders (final tender results / announcement of the preferred bidder)
  • Final tender results / announcement of the preferred bidder
  • Contract signing
  • Project closing
• Drafting the ESM Support Agreement and the bidder-ESM shareholders agreement
