COLENCO Publishes Prequalification Documents for EMS Transmission System II – Section 4
Under the Contract for Consultancy services for the Regional Programme for Energy Efficiency in the Transmission System II – Section 4 project 400 kV OHL Bajina Basta-Plevlja-Visegrad, COLENCO, in cooperation with its Client, JSC Elektromreza Srbije, and under the oversight of KfW Development Bank, published the Prequalification (PQ) document for the Procurement of Plant and Design-Build of 400 kV OHL Bajina Basta-Plevlja-Visegrad. The procurement notice was officially released on Germany Trade and Invest (GTAI) on 17 September 2025, marking an important milestone in the advancement in the project implementation.
COLENCO’s team has prepared the PQ documents in full compliance with KfW Procurement Guidelines and establish clear technical, financial, and environmental, social, health and safety (ESHS) capacity requirements for bidders. This ensures that the selection process remains fair, transparent, and competitive, while at the same time safeguarding that the most qualified contractors are shortlisted to participate in the upcoming international tender.
As part of this process, COLENCO has ensured that all relevant environmental and social safeguard instruments, including ESIA, ESMP, SEP, CHA, BMP and LARP, are taken into account within the design, cost planning and implementation schedules. Where needed, addendums will be prepared to align with KfW standards and national legislation, thereby strengthening compliance and risk management.
The publication of the PQ documents paves the way for the next phase of tendering and contracting. Shortlisted applicants will be invited to submit their bids under FIDIC Pink Book Conditions of Contract. COLENCO will continue to support the Client and KfW throughout the evaluation and contracting stages to ensure transparent procedures and sustainable project delivery.
