COLENCO together with our partner ILF, publishes Prequalification Documents forSolar4Kosovo I – Photovoltaics

We are pleased to announce that within the framework of the Consultancy Services Contract
for the project “Design and Construction of a Solar PV Plant of minimum 100 MWac with grid
connection facilities.”, COLENCO — together with Korporata Energjetike Kosovës sh.a. (KEK)
and under the guidance of KfW Development Bank — has successfully prepared and
published the Prequalification (PQ) Documents.


The procurement notice was published on Germany Trade & Invest (GTAI) on 08
December 2025, marking an important milestone in the project timeline.
The PQ package was prepared in full alignment with KfW Procurement Guidelines,
defining robust technical, financial, and ESHS requirements to ensure a transparent and
competitive tendering process.


This project is a key step toward diversification of KEK’s electricity generation mix with
photovoltaic power. Supported through a KfW-financed loan, it provides an opportunity for
KEK and its workforce to gain experience in implementing and operating solar PV capacities
and play an important role on Kosovo’s energy transition path. The social component of
such a transition is equally important as the positive environment impact of solar PV
capacities given the large number of KEK’s employees and the high unemployment rate in
Kosovo.
Scope of Works (FIDIC Yellow Book):
A ground mounted PV power plant with minimum 130 MWp (or
higher) / 100 MVA capacity, including all associated infrastructure
A 33/110 kV high voltage transformer substation with 2 or 3 transformers and 33 kV
medium voltage switchboards, including control building
A 110 kV double circuit underground connection line to the substation “Kosovo A”
located around 2 km north to the PV plant.
A new equipment bay at the substation “Kosovo A”
With the PQ documents now issued, the project moves into the next phases of tendering.
Prequalified applicants are invited to submit bids based on FIDIC Yellow Book conditions.
IC will continue to support the Client throughout evaluation and contracting to ensure a
transparent and efficient process.
The project is funded through a KfW loan.
