COLENCO Releases Prequalification Documents for Development of the Energy Sector VII – Improvement of Transmission Network

Publication of the Prequalification Documents (PQ) for Development of the Energy Sector VII – Improvement of Transmission Network

Within the framework of the Consultancy Services Contract for the project “Development of the Energy Sector VII – Improvement of Transmission Network. COLENCO’s team, together with its Client KOSTT – Transmission System and Market Operator J.S.C., and under the guidance of KfW Development Bank, prepared and published the PQ for the procurement of Design, Supply, and Installation of Power Transformers.

The procurement notice was published on Germany Trade and Invest (GTAI) on 06 November 2025, marking a key step forward in the project’s implementation timeline.

COLENCO’s team prepared the PQ package strictly in accordance with KfW Procurement Guidelines, defining comprehensive technical, financial, and environmental, social, health and safety (ESHS) qualification requirements for prospective bidders. These criteria are designed to maintain a transparent, competitive, and robust selection process and to ensure that only highly qualified contractors advance to the next tendering stage.

In preparing the documentation, COLENCO ensured that the qualification structure reflects the project’s central role in improving the reliability, resilience, and digital capabilities of Kosovo’s transmission grid. Supported through a KfW-financed loan for the Republic of Kosovo and KOSTT, the project contributes to the modernization of crucial transmission infrastructure and the replacement of aging equipment across multiple substations.

The Scope of Works, which will be tendered under FIDIC Yellow Book Conditions of Contract, involves both the supply of new transformers and the replacement of existing units across the country. The main elements of the scope include:

∙             Supply of power transformer 110/10(20) kV, 32/40 MVA ONAN/ONAF, in SS Fushe Kosova

∙             Supply of power transformer 110/10(20) kV, 32/40 MVA ONAN/ONAF, in SS Kastrioti

∙             Replacement of power transformer in SS Gjakova 1, 32/40 MVA ONAN/ONAF, 40/40/40 MVA, 110/35/10(20) kV

∙             Replacement of power transformer in SS Pristina 5, 32/40 MVA ONAN/ONAF, 110/10(20) kV

∙             Replacement of power transformer in SS Prizren 1, 32/40 MVA ONAN/ONAF, 40/40/40 MVA, 110/35/10(20) kV

∙             Optional replacement of power transformers in SS Peja 1, SS Ferizaj 1, and SS Decan

With the PQ documents now issued, the project enters the subsequent stages of tendering and procurement. Prequalified applicants will be invited to submit their bids based on FIDIC Yellow Book contract conditions. Throughout the evaluation and contracting phases, COLENCO will continue to provide technical and procedural support to the Client to ensure a transparent and efficient procurement process.
